The Contribution of the Broadcasting Media to Public Policy Formulation in Akwa Ibom State.

ABSTRACT
This study set out to investigate the contribution of the broadcast media to public policy formulation in Akwa lbom State. The broadcast media selected for the study were Radio Akwa lbom and NTA Uyo. Five programmes of the two broadcast media were selected for study. The work employed content analysis and survey as the research design. A purposive sample of respondents was drawn from a population of members of the House of Assembly and Higher Civil Servants, comprising permanent secretaries and heads of directorates in
seventeen ministries and two bureaux. Two hypotheses were tested. The result of the study indicated that there was a significant relationship between the broadcast media and public policy making in the state.
Therefore, the broadcast media played a significant role in the process of public policy formulation in Akwa lbom State.
The study also measured the extent to which broadcast media input was incorporated into public policy formulation: input that agreed with proposals by public policy formulators was more readily accepted than input that disagreed with, or was critical of, the policy proposals. Hence, policy makers were not passive recipients of policy input from the media but accepted the output to the extent that it agreed with their proposals. The work postulated that public policy makers and the two broadcast media studied were part of the same government, hence policy input by the media were more likely to be complementary than critical of existing policy proposals. Finally, the study also found out that by making policy suggestions on some issues, the broadcast media conferred relative salience on those issues. The study therefore recommends the setting up of a forum for public policy makers and mass media practitioners to constantly interact on public policy proposals.

Professor Uwem Udo Akpan
Professor Uwem Udo Akpan is Professor of Broadcasting and Media Studies in the Department of Communication Arts, University of Uyo, Nigeria.
He started out in career with the Akwa Ibom Broadcasting Corporation, AKBC, before becoming a University Lecturer where he is, at presently, of the rank of a Professor. Through his indepth research in Broadcasting, he has published extensively in Journals (Local and International), Book Chapters and Conferences Papers. He has professional affiliations with bodies such as African Council for Communication Education (ACCE), Nigeria Union of Journalist(NUJ), Sports Writer’ Association of Nigeria where he was once the Akwa Ibom State Chairman and lots more. He is a highly experienced broadcaster who has served in several organizations and committees within the University and beyond.
